I was wondering if the I130 petition would give her the advantages of studying as an exchanges students or should I apply for an exchange students visa instead? You should probably file an I-130 for your sister now (the wait time is approx 10 plus years) just so if she decides she wants to reside in the US some day she'll have the option.
